CIJA attended an international conference on Returning Foreign Terrorist Fighters (RFTF) in The Hague on 15 February, hosted by the Dutch General Intelligence and Security Service (AIVD). The impending assault on Raqqa by coalition forces, as well as the near collapse of Mosul, have led to growing concerns over the estimated four to five-thousand Europeans who have travelled to these conflict zones in support of militant jihadist factions, approximately one-third of whom have already returned. The closed meeting offered participants an opportunity to share best practices regarding risk assessment methods and instruments for evaluating RFTF, as well as preventative measures within the framework of Countering Violent Extremism (CVE).
