Dr. Wiley ensures that CIJA daily operations and wider development are aligned with the mission, vision and values of the organisation. He has over twenty years’ experience as a practitioner in the field of International Criminal and Humanitarian Law (ICHL). Having worked on both the investigative and legal sides, his experience was gained in the Middle East, Central Africa, and Eastern Europe through work with a broad range of governmental and intergovernmental institutions. Prior to founding CIJA(formerly SCJA) in 2012, his expertise in ICHL was developed through engagement with the Crimes Against Humanity and War Crimes Section of Canada’s Department of Justice, the Offices of the Prosecutor at the International Criminal Tribunals for both the former Yugoslavia and Rwanda, and at the International Criminal Court, where he led operations in the eastern Democratic Republic of Congo. Between 2005 and 2008, he worked with the United Nations Assistance Mission for Iraq and as International Law Advisor to the Iraqi High Tribunal during the trials of Saddam Hussein and other Baathist regime figures. Dr. Wiley has delivered human rights and criminal investigation training to various judicial actors, as well as to human rights defenders engaged in promoting human rights and uncovering abuses in the MENA region. A PhD in International Humanitarian Law, Dr. Wiley lectures widely and regularly publishes in his areas of legal expertise.
